No, they built NORAD late 1950s to early 1960s.  Even though I did a short stint on the protocol team that provided security for VIP tours (high-ranking military, etc--not the public!), I don't remember that question ever being asked.

For reference, the above message is a reply to a message where: A mountain of solid Granite if I remember correctly?  Home of NORAD, had a vault door that could withstand a nuclear blast?  I always wondered what it cost to dig that tunnel, any clue?
