I have seen references to minimum calibers allowed for hunting medium and big game (it is illegal to hunt deer in Washington State with a .223) but I've never seen anything about bullet spec's other than it was illegal somewhere to hunt with poisoned or explosive projectiles...  ...and that may have been in the archery spec's rather than the rifle regs.
